In Georgia it is illegal to possess any devices used to fraudulently make financial transaction cards of a bank or other financial institution. It is also illegal to possess a financial transaction card that has not been completed. That card could be missing the name, card number, expiration date, security code or other marking besides the signature that would identify it as a valid financial transaction card.
